ADB/JFPR PROJECT (CAM-9023)
FOR
INCOME FOR THE POOR THROUGH
COMMUNITY-BASED ENVIRONMENTAL IMPROVEMENTS
IN PHNOM PENH, CAMBODIA |

ADB has supported the Phnom Penh Water Supply and Drainage Project (PPWSDP), with goal of improving the quality of life in the PPWSDP area through improved water supply and sanitation conditions. |
|
The PPWSDP has to main components : |

|
Part B (drainage improvements) consisted of a Neighborhood Improvement Program (NIP) and Institurional Capacity Building (ICB). |
|
The JFPR project complement the NIP (Part B of the PPWSDP) by devloping innovative approaches that address the sustainability of self-help and through solid waste management system improvements. |
|
The JFPR project aims to generate exprience in designing urban development projects with poverty focus. |
|
A bout 176,000 populations (15% of Phnom Penh population) live in precarious conditions. Due to rapid urbanization, poor communities are increasing. Urban poor are main working forces of industrial development and social services in the City. |
|
Urban poverty is associated with over-crowding, unsanitary living conditions and limited access to basic services (water supply, sewage system, solid waste disposal, etc); antiquated drainage system and inefficient solid waste collection. |
|
|
The development goal is to reduce poverty in Phnom Penh through the establishment of the sustainable community-based mechanisma that improve the living and working conditions and environmental hygiene in low-income neighborhoods. |
|
The objectives : |

establish, on a sustainable basis, self-help and participatory processes for improving community-based infrastructure and sanitation programs and services. |

change public attitudes to sanitation and increase public appreciation for good environmental hygiene, |
| |
3.

generate income and employment opportunities through community-based slid waste management and waste processing.and |
| |
4. |
enable policy dialogue between the Government, NGOs, and communities. |
