" My Chance Center " is created by Phnom Penh Capital Hall on April 24th,2006 under the initiative of H.E KEP Chuk Tema, governor of Phnom Penh Capital to help victims of drug addiction for both sex. This center is constructed on land size of 28.000 square in Samrong village, Kmounge Commune, Khan Sen Sok which is around 15 kilometers away from Phnom Penh Capital. For the time being, the center gets the result as following :
/// 1. Administrative Works
Leaders and staff of “ My Chance Center ” comprise of 41 people who come from six different institutions such as Phnom Penh Capital Hall, Phnom Penh Police Commissioner, Phnom Penh Police Military Commissioner, Phnom Penh Social Affair Department, Phnom Penh Women Affair department, Phnom Penh Health department and including 3 leaders, 4 administrative and supporting staff, 19 staff for men and women affairs, 5 health staff, 6 education, advisory and training staff and 4 agriculture and construction staff.
/// 2. Drug Users
There are around 4924 addicted people including 102 women received the treatment, education
and rehabilitation. Among those people, 4600 persons (85 women) were sent back to their parents or responsible persons and remaining 324 persons (27 women) for ongoing treatment. There were 229 addicted persons in 2006, 567 persons in 2007, 948 persons in 2008, 781 persons in 2009, 1042 persons in 2010, 1058 persons in 2011 and 299 persons in 2012.
/// 3. Addicted People Receiving Procedure and Accommodation Period
A. Addicted people receiving procedure : There are two options. The 1st option : Arrested by the authority and sent to the center (forced system). The 2nd option : Sent by responsible persons (volunteer system).
B. Drug treatment period : 3 months for short term addicted people and 6 months for long term addicted people.
/// 4. Education
A. Well-educate and change the culture of living to morality, discipline and sanitation.
B. Education and plantation of ideas of which is right and wrong to get rid of using the drug.
C. Change addicted people from making money by robbing and did complicated thing to be good citizens in the society.
/// 5. Treatment
The treatment can be medical treatment, consultation and psychological treatment, Buddha
treatment and doing exercise for reducing the addicted substances.
/// 6. Health Care Services
Checking the addicted substance through the urine, blood medical check, general medical
treatment, psychological service delivery and medical treatment for addicted people.
/// 7. Professional Training
The professional training include English training, computer skill training, sewing skill training,
decoration skill, hair-cut skill, motor repairing skill, radio and television repairing skill, animal feeding, fish feeding and vegetable plantation to support for their daily living. Furthermore, the center has delivered health care services such as HIV prevention, body sanitation, clean living place and taking care of patients.
/// 8. Achievement (Sept 2012)
The center has the mechanism to monitor and evaluate the situation of addicted people after sending back home by cooperating with local authority, community and responsible persons of those addicted people for feedback. Victims at the center normally received short education program, treatment, rehabilitation and skill training program. These programs has been provided to 5,370 victims (from start until September 2012) where there are 102 female victims. After completed the program and received approval from the managing team there were 5,009 (70 female) were sent home.
