Elections

Election of Phnom Penh Municipal Council


  • Non-universal election via proportional electoral system
  • Five-year mandate
  • Number of Phnom Penh Municipal Councilors is not more than 21
  • The candidates to be entitled to stand for the election shall meet the following requirements:

  • Khmer national by birth
  • Aging at least 25 years old as of the election day
  • Be eligible to elect and fully qualified in accordance with the conditions determined by the Law on Election of Phnom Penh Municipal Council
  • Have their names included in the candidate list of any political party being properly registered in accordance with the conditions as stipulated in the Law on Political Parties and also registered with National Election Committee.

  • The persons to be entitled to vote shall be the Quarter Councilors in their positions and their names shall be listed in the voting list;


The election of Phnom Penh Municipal Council of the first mandate was held on May 17, 2009


Election of District Council


  • Non-universal election via proportional electoral system
  • Five-year mandate
  • Number of District Councilors is between 17 and 19 based on the people and their geographical areas
  • The candidates to be entitled to stand for the election shall meet the following requirements:

  • Khmer national by birth
  • Aging at least 25 years old as of the election day
  • Be eligible to elect and fully qualified in accordance with the conditions determined by the Law on Election of Phnom Penh Municipal Council, Provincial, Municipal and District Councils
  • Have their names included in the candidate list of any political party being properly registered in accordance with the conditions as stipulated in the Law on Political Parties and also registered with National Election Committee.

  • The persons to be entitled to elect shall be the Quarter Councilors in their positions and their names shall be listed in the district voting list;


The election of District Council of the first mandate was held on May 17, 2009


Election of Quarter Council


  • General election via proportional electoral system
  • Five-year mandate
  • Number of Quarter Councilors is between 5 and 11 based on the people and their geographical areas
  • The candidates to be entitled to stand for the election shall meet the following requirements:

  • Khmer national by birth
  • Aging 25 years old and above as of the election day
  • Be able to read and write Khmer letters
  • Be registered in the voting list in the quarter that they wish to stand for the election with The National Election Committee.

  • The persons to be entitled to vote shall be the Cambodian people of both sexes with the age ranging from 18 years old and above and their names shall be listed in the voting list in that quarter


The election of Quarter Council was already held for two mandates :

  • Election of the first mandate was held on February 3, 2002
  • Election of the second mandate was held on April 1, 2007



Election of Representatives


  • General election via proportional electoral system
  • Five-year mandate
  • Number of seats is at least 120 (of which Phnom Penh has 12 seats)
  • The candidates to be entitled to stand for the election shall meet the following requirements:

  • Khmer national by birth
  • Aging 25 years old and above as of the election day
  • Be eligible to vote and their names are listed in the voting list
  • Have residence in the Kingdom of Cambodia
  • Be appointed by the political party registered in the election list with the National Election Committee

  • The persons to be entitled to vote shall be the Cambodian people of both sexes whose ages are from 18 years old and above and their names shall be listed in the voting list


The election of representatives was already held for four mandates :

  • Election of the first mandate was held on May 23, 1993
  • Election of the second mandate was held on July 26, 1998
  • Election of the third mandate was held on July 27, 2003
  • Election of the fourth mandate was held on July 27, 2008


Election of Senators


  • Non-universal election via proportional electoral system
  • Six-year mandate
  • The maximum number of senators is equal to half of the whole number of members of the National Assembly, among whom :

  • Two senators shall be appointed by the King
  • Two senators shall be appointed by the National Assembly through the majority vote
  • Other senators shall be appointed through a non-universal election

  • The candidates to be entitled to stand for the election shall meet the following requirements:

  • Khmer national by birth
  • Aging 40 years old and above as of the election day
  • Be eligible to vote and their names are listed in the voting list
  • Have residence in the Kingdom of Cambodia
  • Be appointed by the political party registered in the election list with the National Election Committee.

  • The persons to be entitled to vote shall be the representatives in their positions and the Commune Councilors in their positions;


The election of senators of the second mandate was held on January 22, 2006.
