Phnom Penh Capital Hall, collaborated with the Ministry of Land Management, Urbanization and Construction, on December 27, 2010, will hold one-day seminar chaired by of H.E IM Chhun Lim, Senior Minister, Minister of the Ministry of Land Management, Urbanization and Construction and H.E KEP Chuk Tema, Governor of Phnom Penh to disseminate the circular No. 03 ស.រ dated on May 31, 2010 regarding to “the solution for temporary settles on state property which illegally occupied in Capital/province and town” in order to enforce the implementation on Sub-Decree No. 118 អនក្រ on “State property management and improve the effectiveness of this Circular implementation” to all relevant agencies such as: Khans, Khan Councils, Sangkat Councils, Commanders of Khan/Capital RCAF, Commanders of Khan/Capital Military Police, Commanders of Khan Police, Capital Commissioner, and some NGOs based in Phnom Penh of which their activities related to land issue.
In this seminar, the legal expert of the Ministry of Land Management, Urbanization and Construction will explain on the law article such as:

​1- Procedure of State property identification.
2- Procedure of State property classification and procedure of state property re-classification.
3- Presentation of Circular No. 03 ស.រ and Annex documents for the Circular 03 ស.រ implementation.
4- Discussion on the possibility of pilot project implementation of the Circular No. 03 ស.រ.
5- Procedure of Sangkat land use planning.
