Phnom Penh Grasped Rescue Works in Busan City

As its schedule, on November 18, 2011, Busan Fire Dpt 119 and Command/Control Center headed by Mr. LEE Dong-Sung, Commissioner of the Department had welcomed Phnom Penh delegates led by H.E Governor KEP Chuk Tema accompanied by Mr. KOEUT Chhe, Deputy Director of Administration in charge of security and public order and Mr. NETH Vantha, Chief of Fire Fighting Brigade of the Phnom Penh Police Commissariat.

Mr. Commissioner had expressed his warm hospitality to Phnom Penh delegates at this time with a great pleasure of the 3 year-cooperation achievement between Busan – Phnom Penh which both cities had tried their efforts to reinforce closer relationship among each other. He had mentioned that nowadays, natural disaster in the world had become more complicated and any country could not escape from such disaster, thus in the name of friendship country and citizens, Busan City had contributed those vehicles and he hoped that the donation from Busan City would become a great tools to solve emergency rescue for Phnom Penh.

Then, H.E Governor had conveyed his profound gratitude the Busan City and 119 Division had decided to provide to Phnom Penh. Recently, due to population growth, Phnom Penh had faced with fire disaster which was a hot issue. H.E Governor had continuously claimed that Fire Fighting Brigade of Phnom Penh is far different from Busan Fire and Rescue Authority because it is under the management of Phnom Penh Police Commissariat which also under the National General Police Commissariat and it is only in charge of fire fighting. However, Busan Fire and Rescue Authority of Mr. LEE Dong-Sung is under direct management of Busan City and it functions in all kind of disaster management such as traffic accident, earthquake, forest fire, emergent sickness of citizens etc. As a matter of fact, the contribution of those trucks would enlarge the possibility of Phnom Penh authority in its rescue activity to be timelier, particularly in suburban districts.


It would be remarked that nowadays 119 Division of Busan City comprises of 50 branches within city and suburban area with 373 fire fighting trucks, 2,600 officers and 2,700 volunteer staff who are working in emergency activities. H.E Governor showed his impression on citizen participation which both he and Mr. LEE Dong-Sung agreed that in any rescue activity, if there is no public participation, it would not gain any success in that mission and those citizens would receive basic education from relevant department.

After understanding of each other, Phnom Penh delegates had paid 2 day-visit at relevant departments such as: water rescue base, special rescue team, air rescue team, command center and control room and learnt about modern rescue equipments such as steel cutting equipment, meeting and special command truck, food container truck with a temporary shelter attached, victim finding equipments, rescue dogs etc.
