Khan/Sangkat authorithies must prevent all kinds of illegal shelters on the State Property

The One Day Seminar on Dissemination of the Royal Government’s Circular No. 03 ស.រ dated on May 31, 2010 on “the solution for temporary shelters on state property which illegally occupied in Capital/province and town” is held on December 27, 2010 under the presidency of H.E IM Chhun Lim, Senior Minister, Minister of the Ministry of Land Management, Urbanization and Construction and H.E KEP Chuk Tema, Governor of Phnom Penh in order to introduce a suitable settlement to local authorities and relevant agencies for temporary shelters on State Property which illegally occupied particularly in Phnom Penh.
As his opening remarks, H.E IM Chhun Lim stressed that the city development must lead to the safe and harmonized home providing for people; the illegal resettlement and homelessness is the heavy issue for Phnom Penh. If the illegal settlement on the State Property and it is much benefit to the society, the compensation and relocation strategy have to be implemented as requirement. Moreover, H.E Senior Minister firmly hoped and believed that the participants will deeply understand on the meaning of the Circular No. 03 for settle down the actual challenges of the temporary shelters in their Capital/Province/Khans to avoid same things happen more and more.
H.E KEP Chuk Tema, Governor of Phnom Penh Capital City, in his closing remarks, mentioned that this Circular No. 03 ស.រ can be implemented if the executing agencies obviously comprehend the Sub Decree No. 118 អនក្រ on Land Classification and State Property Mapping. Through today seminar, all Khan Governors will be able to do their action plans to collect data on illegal shelters in each Khan for identification, mapping and location classification as well as conducting household and citizen’s statistic by using the existing mechanism of state property working group at Khan/Sangkat level to implement this Circular effectively and acceptably and prevent all kinds of illegal shelters on the State Property.
