Authority Seeks for Effective Countermeasure to Reinforce Construction Law

In the afternoon of February 16, 2012, H.E Governor KEP Chuk Tema chaired the meeting to seek suitable solution for any manifestation caused by construction aiming to reinforce the technical aspect on structure work of flats, towns (Borey) and other buildings in Phnom Penh.
According to Director of Department of Land Management, Urbanization, Construction and Cadastral, there were about 533 construction companies and design study companies registered at the Ministry of Land Management, Urbanization and Construction. However, some buildings were constructed by non-registered firms or group of workers because the project owners hire by themselves. Some manifestations regarding the construction of flats and towns occurred because the owner did not use proper technical standard and did not follow the urbanization aspect regulated by the Capital Hall or the Ministry of Land Management, Urbanization and Construction. Some flat businesses were operated with low quality and some companies had not concerned on infrastructure or buildings which could affect to local environment. Therefore, Director had requested for principle approval to take legal countermeasure against any firms that did not implement on the Department’s instruction.
Addressing in that meeting, H.E Governor had appealed to local authorities and related departments to strengthen any inactive of non proper technical standard construction by employing strict countermeasure; moreover, the administration of the Capital should take high attention on building’s technical feature which being constructed throughout the city by creation of working team to conduct visual inspection at the site and broadly inform to citizens to be aware of the building before they decide to buy to construct. H.E Governor had also disclosed that local authorities and relevant departments to continuously implement on every exiting legal papers to avoid any illegal construction on the sidewalk, roads, and other newly constructed buildings within 2 or 3 months.
It would be highlighted that the Capital Hall had informed to the public to be careful and highly reconsider before purchasing any real estate because some construction owners did not follow the instructions of the related authorities or technical departments.
