ANNOUNCEMENT ON
DRY BATTERY WASTE MANAGEMENT AND DISPOSAL

Ref: - Preah Reach Kram (Royal Decree) No. NS.RKM.1296, dated 24 December 1996, promulgating the enforcement of the Law on Environmental Protection and Natural Resources Conservation.
       - Sub-Decree No. 36 ANK-BK, dated 27 April 1996 on Solid Waste Management.

Basing on the actual status of solid waste management in Phnom Penh, the Municipality observed that nowadays the use of Dry Batteries of all types has been increasing constantly, and at the end used batteries have become hazardous wastes with a gradual, increasing tendency, effecting on the environment and well-being of the public. With the purpose of avoiding the above negative impacts, as well as promoting the public sanitation responsibility, the Municipality appeals to all governmental and private institutions and all dry-battery users in Phnom Penh to jointly follow some practical measures as below:

       1. All government institutions that are located in Phnom Penh should install Battery Collecting Bins at places that are convenient for all staff to dispose used batteries, to be model for the public in separating Hazardous Wastes from normal garbage.
       2. All super-markets, shops selling mobile telephones, computers and other battery-operated devices should inform buyers to exchange old with new batteries, and should have Battery Collecting Bins installed at appropriate places. Moreover, Dry Battery Advertisement must be incorporated with measures of its waste disposal.
       3. Among the households, used batteries should be separated from normal garbage and disposed into the nearest Battery Collecting Bins.
       4. All schools should encourage students and pupils to participate in collecting of dry battery wastes from homes to dispose into Battery Collecting Bins located at schools.
       5. The Municipal Department of Environment should increase activities in public education, distribute Battery Collecting Bins, set up collection and transportation mechanism, and look for other funding sources to support above activities, with transparency, within the purpose of safeguarding public health and environment quality, avoiding pollution from hazardous substances.

Upon receiving this announcement, all districts and communes authorities, responsible institutions, concerned institutions and the mass media should implement, and widely broadcast / publish in order to attract participation from all social tendencies, as a good deed by which all people of all generations would live in a safe and sound environment.
