Three among of ten buildings for On site upgrading policy at Borey Keila, on 23 March 2007, were completed the construction and cut ribbon to inaugurate for the official use of 500 poor families, under the presidency of H.E. KEP CHUK TEMA, Governor of Phnom Penh, Vice Governors, Director of Departments, Khan Chief, President of Phan Imex Co. and 2,000 stakeholders.

Later on, H.E. KEP CHUK TEMA, Governor of Phnom Penh has also participated in ground breaking ceremony to construct more seven buildings for appropriate poor people to stay there. This is the real achievement of historical event, implemented by H.E. KEP CHUK TEMA, Governor of Phnom Penh, which is replied to the recommendation of Prime Minister Sumdach HUN SEN.
