the Municipality of Phnom Penh held wrap-up meeting on Seila program 2003-2006 on November 16, 2006. The meeting was presided over by H.E KEP CHUK TEMA, Governor of Phnom Penh and many City Hall officials. The meeting brought up the strength and weakness of all circles involved in a view to identify the challenges and find a proper solution in the implementation of decentralization policy at Sangkat/Commune levels with a success in first mandate and set work orientation in next mandate. The Governor said during the meeting that Sangkat was the latest administration in hierarchy and it had close contact with local people in the implementation of national policies. All local development contributed significantly in alleviating the poverty and developing Phnom Penh city with more beauty and security.
