  • Minute of Meeting On The Project in-situ Development Upgrading of Community Rotesh Pleoung A and B

On July 4, 2006 at the City Hall, there was a meeting discussion on the settlement slum development of the poor communities in Rotesh Pleoung A and B, who are living on the invested land of the Usmanhasan Company. The meeting was presided by H.E Kep Chuktema, Governor of the Municipality of Phnom Penh, with presence of H.E Chhun Sirun, vice governor of the Municipality of Phnom Penh; H.E Mann Chhoeurn, vice governor of the Municipality of Phnom Penh; H.E Usmanhasan, chairman of Usmanhasan Company; representative of railway department; Chief of Daun Penh district and Chief of Toul Kork district; chief of Srah Chak commune, chief of Phsa Depo 3;commune City Land Management Department; General Office, Poverty Reduction Office; and Rotesh Pleoung A and B community’s committee.

The agenda of the meeting is to compromise between Usmanhasan Company and Communities Rotesh Pleoung A and community Rotesh Pleoung B in order to find the best solution to reach the poverty reduction strategy of the government and in-situ development policy by land sharing. In the discussion, both parties request as follow:

A. Company:
1. To re-measure the land of the communities living.
2. Request to the two communities to move to live in the same block
3. Request to build the house for those communities in the form of building which is similar to Borey Keyla Building
B. Communities:
1. Request to accept what was discussed in the meeting on June 29, 2006 without re-measuring the land.

After discussion and exchanging ideas between the company and the two communities, authority, H.E governor concluded:

Point 1:
1.1 Rotesh Pleoung B agreed to accept the land size of 22,000 square meters out of the total company’s land of 100,000 square meters
1.2 Rotesh Pleoung A agreed for the land of 3,000 square meters on the 100,000 square meters of the company’s land.

In this case for the claim of the community committee H.E governor suggest that the community leaders should call the people to join the meeting to clarify the unclear problem. HE. Governor proposed that we do not allow the people who rent the house to live in these communities during the replacement of these communities, so communities’ leader should explain to all members of their communities clearly.

Point 2:
H.E governor agreed for relocation of those two communities to combine in to one block; however, he suggested that both the communities and the company should have a discussion for a clear place to build the house, but should not select the place along Russia road and Kimilsung road because those roads are international road.

Point 3:
Regard to the aim of the company that wants to build a building for the communities, H.E governor suggested that both parties need to discuss because it is the people’s right to choose and also it’s the company’s right to develop commercial center in that land due to the benefit of both parties. H.E requested for another discussion next week between communities A and B and the company for this removal. The meeting was ended at 10:30 on the same day pleasantly and closely.

Number of family: 282 families,
Population: 1223 Male: 315, Female: 476., Children : 432
Economic status: According to survey information most of community members are construction worker, Garment factory, motor taxi, and staff, teacher, police, and soldier, cake selling. The household income of this community is estimated at 1.8 USD
