H.E KEP CHUK TEMA, Governor of Phnom Penh, presided over a Seminar on orientations, dissemination of information and communication at the district level. The seminar is organized by the SEILA program. Its objective is to change the perception of being autocratic leader to be timely and properly service provider to the people.
