Mar-10-11-2004 H.E. KEP CHUK TEMA, led 150 delegations, from Mar-10-2004 to Mar-12-04, composed of officials from offices and districts with in the city to visit construction sites such as school buildings, hospitals, 99Mhz radio station, road to Preah Vihea temple,.. etc., at Preah Vihear Province, a sister province of Phnom Penh Municipality.

The delegation brought along with food, 23,400,000.00 Riel, and an ambulance which is given by Samdech Prime Minister and The First Lady to be used at Sa Aim hospital, Pheah Vihea. The delegation returned to Phnom Penh on Mar-11-2004. However, the convoy with Siren, at the junction leads to Kompong Thom and Siem Riep province, the administrative officials of the Ministry of Agriculture, Forestry and Fishery, without proper uniform, used the truck to block the road to attempt to stop the official convoy, and administrative office of the Ministry of Agriculture Forestry and Fishery, at Samporng Chey, Samrong Chey Commune, Srok Cherng Prey, Komponng Cham, ordered vehicle to butt in the convoy and opened fire, with the claim that there were four vehicles filled with timber within the convoy.

This undetermined act, even thought it had not resulting in losing lives, has effected the reputation of the delegation that received permission from the Ministry of interior and the royal government of Cambodia to carry out duty at the sister province, Preah Vihear.
