  • Towards a Land Sharing Implementation Strategy for Phnom Penh

H.E. KEP CHUK TEMA, Governor of Phnom Penh Municipality, presides over closing the workshop on Towards a Land Sharing Implementation Strategy. The concept of land sharing and social land concessions are new for us in Cambodia. Phnom Penh city have conducted the four pilot sites in Borey Keila, Dey Krahom, Railway A & B for implementing this strategy. The workshop presented five main principles for land sharing which will be compatible with Ministry of Land management, Urban planning and Construction policy:

- Land sharing is NOT the same as social land concession: Communities will have to pay for their land that the payment can be on a concessionary case-by-case basis.

- Strict conditions for private investment: “Win – Win” policy means private investors have good profit, community residents have good quality of housing and municipality have clean and good environment in the city.

- Leasehold system: Communities' residents should have to installment paid within a limit time.

- Community residents should pay for their housing: Communities' residents should be a contribution towards payment.

- Housing design can be both core house and finished units: Housing design depends on community's preference and private investment which has at least 4 floors.
