The Municipality of Phnom Penh Already issued a Press Release stating that the Authority of Phnom Penh Municipality did not ban the rights and freedom of expression Instead, the Municipality of Phnom Penh has tried twice to invite the President of the Khmer Front Party in order to have a clear-cut discussion. Yet, he did not show up himself at the Municipality of Phnom Penh as requested, and only send his representatives whom the Municipality of Phnom Penh understood that they could not responsible their activities.

In the morning of 31 august 2003, a group of people who ignored the announcement of the Municipality of Phnom Penh has created disorder and chaos in the City of Phnom Penh. The above-mentioned acts not only affect the public order, but also disturb the daily life of our people.

Consequently, the Municipal Authority of Phnom Penh is obliged to invite the leader of that involved political party and a number of its protestors to provide clarifications on their activities. Currently, the Authority continues to carry out its tasks thoroughly on the basic of Law and regulations in force and especially in accordance with the democratic principles.
