Background of the Project (1)
The Stung Mean Chey disposal site (SMCDS) is the only disposal site in Phnom Penh.
The SMCDS receives 700 tons of wastes a day and more than 160 units of waste collection vehicles dispose of their collected waste there.
Waste is piled up to a height of more than 5 m, the landfill operation is getting more and more difficult.

Background of the Project (2)
The landfill operation becomes more and more difficult due to rapid urbanization.
The remaining service life of the landfill, SMCDS, is only less than several years.
Construction of a new landfill is urgently necessary for the city of Phnom Penh.

Roles/Responsibilities of Organizations Concerned with the Projects (1)
The project implementation body is PPWM, DPWT and MPP.
Therefore, PPWM, DPWT and MPP have overall responsibility. - Not JICA study Team
A preliminary design, feasibility study & an EIA study is being conducted by JICA study team. But PPWM, DPWT and MPP shall obtain the approval of EIA.

Proposed Project Schedule

Roles/Responsibilities of Organizations Concerned with the Projects (2)
The PPWM, DPWT and MPP are responsible of planning, construction and operation.
Therefore, you have right to inquire PPWM, DPWT and MPP any question or problem related to the project.
People nearby the proposed site are advised to organize a monitoring committee in cooperation with MOE and NGOs in order to monitor proper operation of the landfill.
